Mike West, Lehi City Planning Division Manager
Mike West is the Lehi Planning Division Manager and has been with Lehi City since 2011. Mike completed his undergraduate degree in Urban Planning from the University of Utah and his graduate degree in Public Administration from Brigham Young University. Mike has earned his AICP certification from the American Planning Association and he also led the creation of the Jordan River Overlay zone that earned an American Planning Association award of excellence. Mike strives to find creative solutions to the challenges of a quickly urbanizing community that result in improved overall livability. Mike loves spending time with his family, playing outdoors, and writing and playing music.

Mike Wilcox, Sandy City Planning Director
Mike Wilcox is the Planning Director for Sandy City. He received his B.S. from the University of Utah in Urban Planning and began his career in planning as an intern with Sandy. Over the subsequent 20 years, he’s held various positions within the department, gaining experience in many aspects of urban planning. Mike has extensive experience in site planning, community development, redevelopment, and urban design. During his career he’s participated in the city’s continued development of Sandy’s downtown area known as The Cairns, several transit oriented developments, the award winning Pace of Progress General Plan and is currently guiding the Blueprint for Progress which seeks to modernize the city’s Land Development Code and implement the general plan. Mike is a member of American Planning Association both locally and nationally.

Sarah Carroll, Saratoga Springs Planning Director
Sarah Carroll is the Planning Director for the City of Saratoga Springs, where she leads a team of nine planning and administrative staff. She has 23 years of experience in municipal planning, including 20 years with Saratoga Springs. During her tenure, the City has grown from approximately 10,000 to nearly 75,000 residents, making it one of the fastest-growing cities in the country.
Sarah oversees all aspects of planning for the rapidly growing community, with a focus on master planning, long-range planning, large-scale master-planned communities, multimodal transportation, and improving planning processes and services. Her previous planning experience includes positions with Provo City, Salt Lake County, and Salt Lake City. Prior to beginning her planning career, she worked in construction estimating and architectural drafting.
Sarah earned an associate degree in Drafting from Utah Valley University in 1996 and a bachelor’s degree in Geography from the University of Utah in 2003, with a minor in Urban Planning.
